Hawaii House Resolution requests the County of Hawaiʻi to expand the Hele-On Shared Ride Program from its current east Hawaiʻi-only service area to cover the entire island, including West Hawaiʻi, North Kohala, South Kohala, Kaʻū, and Puna.

The Hele-On Shared Ride Program currently subsidizes up to $15.80 per trip (approximately four miles) for eligible individuals with disabilities, kupuna, and those with chronic health conditions, with passengers paying any remaining balance.

The resolution asks the County Mass Transit Agency to prioritize ADA-compliant accessibility, collaborate with local taxi and transportation providers in underserved areas, and explore phased implementation or pilot programs subject to available funding.

Rural and geographically isolated areas of Hawaiʻi Island currently lack shared ride service, limiting access to healthcare, contributing to missed medical appointments, and increasing isolation for residents who cannot drive.

Certified copies of the resolution would be sent to the Mayor of Hawaiʻi County, the County Council Chair, and the Mass Transit Agency Administrator.
