Requests the Office of Planning and Sustainable Development to convene a Demolition Waste Reduction Working Group to address construction and demolition waste, which constitutes 21-40% of landfill mass nationwide.

Working group membership includes the OPSD Director (as chair), the Comptroller, and representatives from construction, demolition/deconstruction, reuse retail, real estate development, historic preservation, architecture, urban planning, and waste management industries.

Tasks the working group with developing strategies for deconstruction and materials reuse, supporting circular construction economy growth, and creating policy and economic incentive frameworks for sustainable practices.

Aligns with Hawaii's carbon neutrality goal of 2045 (Act 15, Session Laws of Hawaii 2018) by promoting reclaimed and reused low-embodied carbon materials.

Requires annual reports with findings, recommendations, and proposed legislation to be submitted to the Legislature no later than 20 days before each Regular Session.
