Proposes three classification levels: "Swimmer" (can swim 200 yards continuously, tread water 2 minutes, demonstrate competitive strokes), "Water Safe Individual" (can swim 50 yards, tread water 30 seconds, perform basic survival skills), and "Water Smart Individual" (understands ocean safety principles and cultural awareness).

Recommends adopting the framework developed by Leahi Swim School and Nā Kama Kai, which includes the "KAI" Model (know your limits, ask a lifeguard, identify hazards).

Addresses the lack of standardized swimming proficiency benchmarks across Hawaii public schools despite the state's ocean-centered environment and the dangers of surrounding waters.

Aims to support safer participation in physical education, interscholastic athletics, and outdoor education programs while promoting equitable access to water-safety skills.
