Requests the Hawaii Youth Symphony President and CEO to convene an Arts Data and Mapping Task Force to conduct a statewide survey of arts and arts education entities across public schools, private schools, nonprofits, and businesses.

Task force would include 14 members representing state agencies, legislative committees, arts organizations, education sectors, and GIS/data experts, with the Hawaii Youth Symphony CEO serving as chairperson.

Directs the task force to develop a comprehensive statewide database and publicly accessible geographic information system (GIS) map identifying arts programs, services, populations served, and geographic distribution.

Requires an interim report on music and dance findings by 20 days before the 2028 Regular Session, and a final report with recommendations and proposed legislation on all arts education by 20 days before the 2030 Regular Session.

Dataset will be descriptive only, identifying availability and distribution of arts education opportunities, and will not measure program quality or effectiveness.
