Requests the Hawaii Department of Education to adopt policies authorizing public schools to store and administer oral antihistamines in secure, accessible locations for students with documented allergies.

Requires students to have a current allergy response protocol from a licensed physician and written parental consent on file before receiving medication.

Mandates training for school personnel on recognizing allergic reaction symptoms, proper medication administration, emergency procedures including when to call EMS, and documentation requirements.

Directs the Department to develop standardized statewide forms for parental consent and allergy response protocols.

Requires the Department of Education to report to the Legislature no later than twenty days prior to the 2027 Regular Session on actions taken, findings, recommendations, and proposed legislation.
