Urges the Hawaii Department of Agriculture and Biosecurity to explore colocating community-based renewable energy projects with agricultural reservoirs and irrigation water infrastructure throughout the state.

Encourages collaboration with farmers, community organizations, electric utilities, and renewable energy developers to identify suitable sites for floating solar and gravity-powered water energy projects.

Supports feasibility studies, pilot projects, and demonstration projects to evaluate the technical, economic, and environmental potential of integrating renewable energy systems with agricultural water infrastructure.

Cites benefits of colocation including clean electricity generation, reduced water evaporation, decreased algae growth, improved water quality, preserved agricultural lands, and lower energy costs for water delivery.

Requires certified copies of the resolution be transmitted to the Governor, Board of Agriculture and Biosecurity, Public Utilities Commission, and Hawaii State Energy Office.
