Urges the Department of Business, Economic Development, and Tourism (DBEDT) to submit an annual Hawaii Genuine Progress Indicator (HI GPI) report to the Legislature no later than 30 days before each regular session, starting with the 2027 session.

The HI GPI is a holistic measure developed by DBEDT that incorporates economic, social, and environmental indicators to assess welfare impacts beyond traditional metrics like Gross Domestic Product.

Annual reports should include an executive summary, indicator results and trends across economic, social, and environmental categories, methodology overview, policy implications section, and a data appendix with detailed figures.

Reports should be made available electronically on DBEDT's public website and transmitted to chairpersons of relevant House and Senate standing committees covering economic development, budget, and environment.
