Establishes the Joint Legislative Mattress Stewardship Program Design Working Group to study and recommend a statewide mattress stewardship program structure.

Working group membership includes the Director of Health (as chair), Director of Business, Economic Development, and Tourism, State Solid Waste Management Coordinator, one senator, one representative, and one solid waste representative from each county.

Invites additional stakeholders including representatives from mattress manufacturers, recyclers, retailers, waste haulers, environmental nonprofits, and consumer advocacy organizations.

Working group will evaluate extended producer responsibility frameworks, collection systems, recycling pathways, fee structures, governance, consumer education, and necessary statutory or budgetary actions.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days before the Regular Session of 2027 convenes.
