Requests the Board of Education and Department of Education to establish a Climate Literacy Seal of Excellence Working Group to develop a framework recognizing students who complete advanced coursework and experiential learning in climate science, sustainability, and community resilience.

The proposed 11-member working group would include the Board of Education Chairperson, Superintendent of Education, teachers, curriculum specialists, a University of Hawaii climate expert, environmental organization and workforce development representatives, and two high school students from different islands.

The working group would develop recommendations including course sequences aligned with climate standards, experiential learning requirements tied to community resilience, criteria for earning the seal, and professional development needs for educators.

Modeled after Colorado's 2024 law establishing a climate literacy diploma endorsement for students completing specified courses and experiential learning projects.

The Department of Education is requested to submit findings and recommendations, including proposed legislation and budgetary requirements, at least 20 days before the Regular Session of 2027.
