Formally establishes a sister-state relationship between the State of Hawaii and Yamagata Prefecture, Japan, recognizing long-standing historical, cultural, and immigration ties between the two regions.

Encourages collaboration in six key areas: economic development and trade, sustainable tourism, education and workforce development, agriculture and food security, clean energy and climate resilience, and cultural exchange.

Proposes four pilot initiatives including culinary and agricultural exchanges, culinary tourism showcases, education and workforce exchange programs, and sustainable development collaboration focused on renewable energy and rural revitalization.

Requests the Governor to work with Yamagata Prefecture on developing memoranda of understanding and implementation frameworks to advance the partnership.

Directs certified copies be sent to the U.S. Secretary of State, Japanese Ambassador, both governors, the Japanese Consul General in Hawaii, and Hawaii's Director of Business, Economic Development, and Tourism.
