Hawaii House Resolution urges the U.S. Department of Defense to reassess prior closure decisions at military installations under CERCLA (Superfund law) due to new scientific understanding of PFAS contamination and recent federal hazardous substance designations.

DOD is urged to expand PFAS investigations beyond aqueous film-forming foam use areas to include all PFAS-containing materials, industrial activities, waste streams, medical applications, and disposal practices at all military sites in Hawaii.

Comprehensive environmental sampling is requested for groundwater, drinking water, surface water, soil, sediment, stormwater systems, wastewater, indoor air, and nearshore marine environments, including evaluation of contamination migration beyond installation boundaries.

DOD is urged to disclose complete analytical results for all 40 PFAS compounds detectable under EPA Method 1633A, rather than reporting only a limited subset of compounds as has occurred in prior investigations.

The resolution requests that PFAS investigation, monitoring, and remediation commitments be considered in current and future negotiations regarding military leases of state-owned lands in Hawaii.
