Requests the Hawaii Department of Health to study whether recyclable, biodegradable, and compostable product labeling in the state is accurate and non-deceptive.

Requires assessment of products with the "chasing arrows" symbol, biodegradable labels, and compostable labels to determine which are actually recyclable or compostable in Hawaii's existing facilities.

Study must examine gaps between consumer expectations, labeling practices, and actual recycling/composting capabilities, including analysis of contamination caused by misleading labels.

Requires review of existing standards including ASTM International standards, FTC Green Guides, and state guidelines, with recommendations for improved labeling standards.

Department of Health must submit findings and proposed legislation to the Legislature no later than twenty days before the 2027 Regular Session.
