Re-establishes the Commission to Improve Standards of Conduct (previously known as the Foley Commission) to examine structural conditions in the Hawaii State Legislature that may have contributed to a former representative's 2022 federal bribery conviction.

Directs the Commission to review rules and practices that concentrate power over legislation in individual legislators or small groups, including committee chair discretion, hearing schedules, and floor calendars.

Requires the Commission to assess transparency and accountability in legislative decision-making, and evaluate reform models from other states that distribute power more equitably among members.

Mandates the Speaker of the House appoint Commission members with expertise in legislative ethics and governance, including public members, legal scholars, and civil society representatives.

Commission must conduct public hearings accessible to all Hawaii residents and submit findings and recommendations to the Legislature no later than 60 days before the 2027 Regular Session.
