Requests the Department designate the last two full weeks of September each year as "high school voter registration and preregistration weeks" with civic awareness activities and opportunities for election officials to register students on campus

Calls for paper copies of voter registration forms and resources on accessible voting options for students with disabilities or visual, hearing, or literacy impairments

Notes that fewer than 40% of young adults (ages 18-24) participated in Hawaii state elections from 2014-2024, and that youth from low-income backgrounds are twice as likely to miss registration deadlines

Encourages providing information on volunteer opportunities at voter service centers for students 16 and older through the Office of Elections website
