Urges the U.S. Navy to waive rent charges for Hawaii's use of Kalaeloa Film Studio land and facilities on the former Naval Air Station Barbers Point and to enter into a long-term lease agreement with the State.

Notes that Hawaii's film and television industry has declined significantly, with all productions wrapping in 2025 and no new productions replacing them due to high production costs.

Kalaeloa Film Studio opened in 2021 as a satellite of Hawaii Film Studio but neither state-managed sound stage meets the scale requirements of most productions, forcing indoor scenes to be filmed elsewhere.

Directs the Department of Business, Economic Development, and Tourism to develop a three-year business plan and strategic vision for Kalaeloa Film Studio aligned with broader state film industry goals.

Requires submission of the business plan and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2027.
