Requests all Hawaii state agencies to install bi-level (motion-sensor) lighting systems in all newly constructed state buildings and facilities beginning January 1, 2027.

Bi-level lighting systems adjust brightness through motion sensors, reducing energy consumption compared to traditional lighting that operates at full intensity continuously.

The resolution cites energy waste, increased electricity costs, and environmental harm from current lighting practices as justification for the change.

Certified copies of the resolution would be transmitted to the Governor, Comptroller, and directors/chairpersons of over 20 state agencies and departments, including Education, Health, Transportation, and the University of Hawaii System.
