Requests the Hawaii Department of Education to support the establishment of foundations at public high schools to provide scholarships, financial aid to graduates, and financial support for unfunded school needs.

Only Farrington High School and McKinley High School currently have well-established foundations, despite a 2012 legislative resolution calling for a statewide resource development program.

Requests DOE to establish a statewide resource development program providing assistance with 501(c)(3) nonprofit status, charter and bylaw creation, financial and accounting guidance, and technology needs including website creation.

Specifies that the Department of Education would not be obligated to serve as the oversight entity for any school foundation established under this resolution.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
