Expresses concern over federal policies authorizing warrantless searches of travelers' electronic devices and social media accounts at U.S. ports of entry.

Notes that Hawaii received 176,006 foreign visitors between October 2024 and October 2025, according to the Department of Business, Economic Development, and Tourism.

References travel advisories issued by Canada, Australia, Germany, Ireland, France, the United Kingdom, Denmark, and Finland regarding travel to the United States.

Requests that a certified copy of the resolution be transmitted to the Governor.
