Hawaii experienced 129 traffic fatalities in 2025, a 20% increase from the previous year and the deadliest year since 2007, with 82 deaths occurring on Oahu alone.

The resolution urges the Hawaii Department of Transportation and the City and County of Honolulu Department of Transportation Services to implement AI technologies into existing infrastructure to reduce traffic congestion and improve road safety.

The transportation departments are requested to submit a report assessing current traffic technologies and the feasibility of integrating AI systems into the existing infrastructure.

The University of Hawaii at Manoa received a $750,000 award from the U.S. Department of Transportation to develop an advanced AI system for determining traffic patterns.

Hawaii ranks in the top 20 most congested states nationally, with the average U.S. driver losing 49 hours annually to traffic congestion, costing approximately $894 per driver in lost time.
