Honopou Bridge on Honopou Road in east Maui was originally designed in 1990 with a load capacity of approximately 5 tons, which is insufficient for modern fire apparatus and emergency response vehicles that require approximately 20 tons capacity.

The resolution urges the Department of Land and Natural Resources and Department of Transportation to resolve longstanding jurisdictional ambiguity over the bridge, which has delayed necessary structural upgrades.

Both departments are requested to conduct community outreach, assess the bridge's structural condition, identify emergency vehicle access restrictions, and develop a coordinated repair, rehabilitation, or replacement plan.

The departments must identify estimated costs and potential funding sources, including capital improvement project funding and federal disaster mitigation programs.

A report with findings and implementation timeline must be submitted to the Legislature no later than 20 days prior to the Regular Session of 2027.
