Requests the Department of Transportation and Department of Land and Natural Resources to coordinate transferring Hawaii's small boat harbors back to the Department of Transportation, reversing a 1991 transfer under Act 272.

Directs the Director of Transportation and Chairperson of the Board of Land and Natural Resources to establish a joint management team to oversee the transition process.

Requires the management team to develop transition plans addressing position descriptions, personnel classifications, organizational structure, and operational matters for an orderly transfer.

Mandates a report with findings, recommendations, and proposed legislation be submitted to the Legislature no later than 20 days before the Regular Session of 2027.

Aims to better align harbor planning, capital programming, operations, and maintenance with Hawaii's integrated multimodal transportation system.
