Urges the City and County of Honolulu to establish a Makakilo Drive Extension Task Force to advance the long-delayed road extension project in West Oahu addressing traffic congestion, safety, and connectivity issues

Task force would be co-chaired by the State Director of Transportation and Honolulu City Managing Director, with members including the Comptroller, Office of Planning and Sustainable Development, Hawaii Green Infrastructure Authority, and city transportation and planning officials

Two West Oahu residents from Makakilo, Ewa Beach, Kapolei, Waianae, or Waipahu would be appointed by the Mayor to serve on the task force

Task force responsibilities include coordinating planning, land acquisition, permitting, and construction; resolving administrative delays; ensuring sustainability compliance; and submitting quarterly progress reports to the City Council and Legislature

Fragmented jurisdiction between state and municipal entities has been identified as a contributing factor to delays in planning and implementation of the project
