Requests the Director of Business, Economic Development, and Tourism to convene a Space Economy Working Group to develop a strategic framework for advancing Hawaii's participation in the space economy.

Working group membership includes representatives from the University of Hawaii, Department of Labor and Industrial Relations, Hawaii Technology Development Corporation, Office of Planning and Sustainable Development, plus invited private industry, Native Hawaiian organizations, and community stakeholders.

Group tasked with examining Hawaii's existing space-related assets, workforce development pathways, infrastructure needs, regulatory considerations, and opportunities for economic diversification through space-related sectors.

Recommendations must address environmental stewardship, cultural considerations, and community engagement principles, along with strategies for niche areas like Earth observation, climate monitoring, and small satellite operations.

Working group must submit findings and proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2027.
