Requests the State Building Code Council and counties to adopt ICC/MBI Standards 1200, 1205, and 1210 for off-site construction, covering planning, design, fabrication, inspection, and mechanical/electrical/plumbing systems for modular and prefabricated buildings.

Requests adoption of International Building Code Appendix N to create a statewide registry of pre-approved, replicable building designs to reduce duplicative plan reviews across counties.

Aims to address Hawaii's housing shortage by enabling off-site construction methods that can lower costs, accelerate construction timelines, and reduce environmental impacts compared to traditional building.

Requires the State Building Code Council to consult with county officials, industry stakeholders, labor organizations, and housing advocates to ensure standards are compatible with Hawaii's climate, geography, and workforce conditions.

Directs certified copies be sent to the Governor, Comptroller, State Building Code Council Chair, and public works directors of all four counties.
