Hawaii House Resolution 89 supports the University of Hawaii at Manoa Faculty Senate's request for university leaders to vigorously defend students, faculty, and staff who face attacks for exercising academic freedom and free speech rights.

Opposes proposed revisions to UH Executive Policy 10.206, which would impose "Time, Place, and Manner" restrictions on expressive activities that the resolution argues would deter the university community from exercising free speech rights.

References UH's history of peaceful protests on issues including the Vietnam War, South African Apartheid, genetic modification of kalo, and Mauna Kea protection, noting these would violate the proposed restrictions.

Supports the Manoa Faculty Senate's Resolution to Oppose Time, Place, and Manner Restrictions and Rectify Academic Freedom Policy, adopted February 18, 2026.

Directs certified copies be sent to the UH Board of Regents Chairperson, UH President, and Manoa Faculty Senate Administrative Officer.
