Requires the State Historic Preservation Division (SHPD) to use third-party consultants for reviewing affordable housing projects when the division cannot complete its review within 60 days of receiving a completed application

Third-party consultants must meet SHPD's educational and experience standards, cannot have prior involvement with the project being reviewed, and must provide recommendations within 30 days of being retained

Project proponents pay the full cost of third-party consultants, though they may contract with counties, housing authorities, or nonprofits to cover fees

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 for SHPD to recruit and retain qualified third-party consultants

Provisions take effect July 1, 2027 and sunset on July 1, 2032, at which point the amended statutes revert to their original form
