Establishes the Imagination Library of Hawaii program through the Executive Office on Early Learning to provide one free book each month to children from birth through five years of age residing in Hawaii

Requires the office to contract with a nonprofit organization to implement the program, with the nonprofit required to provide at least 50% of the funds needed to operate the program

Nonprofit contractor must promote statewide book-gifting programs, conduct community outreach, recruit community partners, and contract with a national nonprofit foundation for book distribution

Appropriates an unspecified amount from general revenues for fiscal years 2025-2026 and 2026-2027 for program implementation

Takes effect July 1, 2025
