Prohibits courts from imposing fees, fines, court costs, or surcharges against any person adjudicated for offenses committed while under age 18, or against their parents or guardians

Voids all outstanding court-ordered fees, fines, and administrative costs previously assessed against juveniles or for juvenile offenses, including any interest or penalties, effective upon the Act's passage

Limits court-ordered community service for minors to a maximum of 72 hours, which must not interfere with the minor's school or work commitments

Eliminates financial penalties for minors in traffic violations, DUI offenses, hit-and-run incidents, vandalism, graffiti, and other juvenile justice proceedings

Repeals laws penalizing parents or guardians for allowing children under 16 on public streets at night unaccompanied, and for unmarried minors attending dance halls
