HI SB1057

Expands the 5% bid preference for public works contracts valued at $250,000 or more to require both the bidder and all subcontractors to be parties to registered apprenticeship agreements for all apprenticeable trades used on the project

Exempts trades or classifications from the apprenticeship requirement where no state-approved apprenticeship program exists

Requires bidders to certify in writing within 5 calendar days upon request that both they and their subcontractors maintain registered apprenticeship agreements throughout the project duration

Imposes sanctions including work cessation, restitution, liquidated damages, default findings, or debarment/suspension proceedings if bidders or subcontractors fail to maintain apprenticeship agreements after contract award

Takes effect July 1, 2050
