Requires at least 25% of parking stalls in all new state building construction to be electric vehicle charger-ready beginning July 1, 2025, with sufficient wiring for Level 2 charging (40-ampere, 208 or 240-volt capacity)

Directs the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to survey existing state facilities with parking and identify 4-10 high-priority locations for EV charging retrofits

Establishes a statewide goal to retrofit existing state facilities to be electric vehicle charger-ready

Appropriates $300,000 for fiscal year 2025-2026 and $300,000 for fiscal year 2026-2027 to the Department of Accounting and General Services for cost assessments and installation of EV charging systems at priority facilities

Requires a report to the legislature by twenty days prior to the 2026 regular session with survey results and identified priority facilities
