Amends Hawaii Revised Statutes section 1-13 to allow the Hawaiian language version of a law to be legally binding if the law was originally drafted in Hawaiian and the English version was translated from it

The Hawaiian version takes precedence only if the law has not been subsequently amended, codified, recodified, or reenacted in English

English version remains binding in all other cases where irreconcilable differences exist between English and Hawaiian versions of state laws

Supports the United Nations Declaration on the Rights of Indigenous Peoples (adopted 2007, signed by U.S. in 2011), which affirms indigenous peoples' rights to use and develop their languages

Effective date of July 1, 3000 (placeholder date indicating legislative intent without immediate implementation)
