Prohibits operating a motor vehicle with, possessing, purchasing, installing, selling, offering for sale, or distributing license plate flipping devices

Defines license plate flipping devices as manual, electric, or mechanical devices that switch between multiple license plates or hide a plate from view

Establishes a fine of up to $2,000 for each separate violation

Adds a new section to Chapter 286, Hawaii Revised Statutes (motor vehicle laws)

Takes effect July 1, 2050
