Mandates the Office of the Ombudsman to publish quarterly reports on its website detailing the number, nature, and disposition of complaints received about the Child Welfare Services Branch of the Department of Human Services

Requires the Child Welfare Services Branch to notify birth families, children, and resource caregivers of their right to file complaints with the Office of the Ombudsman when a case is established and when complaints are made to branch employees

Appropriates unspecified general funds for fiscal year 2025-2026 to cover the mandated training costs

Implements recommendations from the Malama Ohana Working Group established by Act 86 (2023), which developed transformative changes for Hawaii's child welfare system based on community and lived-experience input
