Adds the chairperson of the Hawaiian Homes Commission (or their designee) as a new member of the Hawaii Community Development Authority (HCDA)

Grants the Hawaiian Homes Commission chairperson voting rights on matters affecting the Kalaeloa and Kakaako community development districts

Amends Section 206E-3 of the Hawaii Revised Statutes to expand HCDA membership to include representation from the Hawaiian Homes Commission alongside existing state department directors

The Hawaiian Homes Commission chairperson's term on HCDA would run concurrently with their term of office, similar to other ex-officio state director members

Takes effect upon approval by the Governor
