Requires insurers to notify policyholders in writing of any commissioner-approved rate changes at least 30 days before the effective date, beginning January 1, 2026

Notifications must include the new rate and effective date, percentage increase or decrease compared to prior period, explanation of reasons for the change (claims experience, inflation, actuarial factors), and contact information for questions

Allows notification via mail to last known address or electronically if policyholder has consented to electronic communications

Non-compliance subjects insurers to administrative penalties including fines or corrective actions under existing insurance code provisions

Act takes effect July 1, 2050
