Creates a new civil cause of action allowing any person (except government employees) with at least $10,000 in damages from climate disasters or extreme weather attributable to climate change to sue "responsible parties" - defined as entities that engaged in misleading or deceptive practices about the connection between fossil fuel products and climate change

Authorizes the Hawaii Property Insurance Association and private insurers to bring direct lawsuits and subrogation claims against responsible parties to recover payments made to policyholders for climate-related losses

Imposes joint, several, and strict liability on all responsible parties, with extensive limitations on available defenses including prohibiting claims of ignorance of law, assumption of risk, forum non conveniens, and federal preemption

Requires insurance rates to account for any proceeds recovered from subrogation or civil claims against responsible parties; if the Hawaii Property Insurance Association does not exercise these rights, it must report to the insurance commissioner comparing actual rates to rates that would have been charged with full recovery

Takes effect July 1, 2050, and explicitly does not limit existing consumer protection, climate, or environmental laws or preempt other legal remedies related to climate change damages
