Establishes a working group within the Department of Agriculture to review and recommend amendments or repeals of unnecessary or obsolete agricultural laws

Working group includes 12 members: representatives from the Board of Agriculture (chair), Board of Land and Natural Resources, DBEDT, Agribusiness Development Corporation, all four county mayors, Hawaii Farm Bureau, Hawaii Agriculture Research Center, Hawaii Cattlemen's Council, and Hawaii Farmers Union

Priority review areas include restrictions on residences and livestock on state agricultural land leases, agricultural loan rate caps, workforce development regulations, water access and permitting, and local food procurement policies for state institutions

Report with findings, recommendations, and proposed legislation due to the legislature twenty days before the 2026 regular session; working group dissolves June 30, 2026

Appropriates an unspecified amount from general revenues for fiscal year 2025-2026 to support the working group
