Increases local food purchasing requirements for the Department of Education, Department of Health, Department of Corrections and Rehabilitation, Department of Defense, and University of Hawaii system to 25% by January 1, 2027; 30% by 2030; 35% by 2035; 40% by 2040; 45% by 2045; and 50% by 2050

Expands annual reporting requirements to include total spending broken down by market channel: direct purchases from farmers/fishers/ranchers, food hubs or farmer cooperatives, and specialty or broadline distributors

Requires departments and the University of Hawaii system to submit a corrective action plan with specific steps and deadlines if they fail to meet their local food purchasing benchmarks

Repeals the separate Department of Education farm-to-school provision (Section 302A-405.6) that required 30% locally sourced food in public schools by 2030, consolidating all departments under the same requirements

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to establish one full-time permanent farm-to-state liaison position within the Office of the Governor to facilitate reporting and procurement compliance
