Requires all state executive branch departments, offices, and agencies to comply with Hawaii Administrative Directive 19-02 (as extended by Directive 23-01) when making changes to their organization or functions

Mandates annual compliance reports from each executive branch entity to the legislature, due no later than 20 days before each regular legislative session

Reporting requirement begins in 2026 and continues every year thereafter

Takes effect upon approval by the Governor
