Requires coordination between UH Water Resources Research Center, UH Sea Grant College Program, UH College of Engineering, Department of Health, Department of Hawaiian Home Lands, and county agencies to conduct testing

Addresses Hawaii's over 80,000 cesspools that discharge approximately 50 million gallons of wastewater into groundwater daily, polluting drinking water, streams, and coral reefs

Mandates interim reports to the legislature before the 2026 and 2027 sessions, and a final report with recommendations before the 2028 session

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027, with the pilot program set to expire on June 30, 2028
