Authorizes Hawaii state departments and agencies to enter into intergovernmental agreements with other governmental bodies and partnership agreements with private-sector entities, including nonprofit organizations, to achieve statutorily mandated goals

Requires all agreements to be consistent with the department's statutory mandates, promote public benefits, ensure transparency and compliance with procurement laws (Chapter 103D), and receive Attorney General approval for form and legality

Modeled after New Zealand's government industry agreements, which outline roles, responsibilities, and financial contributions for biosecurity threat responses in agricultural sectors

Mandates each department and agency to submit an annual report to the legislature detailing the scope, purpose, and outcome of all intergovernmental and partnership agreements, due 20 days before each regular session

Takes effect on May 13, 2040
