Expands the definition of "government record" under Hawaii's Uniform Information Practices Act (UIPA) to include records created, received, maintained, or used by private contractors performing government functions on behalf of public agencies

Requires all government function contracts to expressly mandate that contractors retain records according to the agency's retention schedule and provide the agency access to all UIPA-covered records

Adds new definitions for "government function" (services, programs, or activities an agency is authorized or required by law to perform) and "trade secret" (as defined in section 482B-2)

Prohibits agencies from denying public records requests for contractor records used in performing government functions based on trade secret or proprietary information claims, unless specifically protected by law

Takes effect January 1, 2491
