Extends the criminal offense of false labeling of Hawaii-grown coffee to include roasted coffee, in addition to the existing coverage of green coffee, cherry coffee, and parchment coffee

Imposes a mandatory $10,000 fine for each separate offense of false labeling Hawaii-grown coffee with regard to geographic origin, which cannot be suspended or waived

False labeling of Hawaii-grown coffee remains classified as a class C felony under Hawaii law

Protects Hawaii's coffee industry valued at up to $64,300,000 annually by deterring counterfeiting that creates downward price pressure and damages the state's brand reputation for high-quality coffee

Effective date set for July 1, 3000
