Exempts federal Restaurant Revitalization Fund (RRF) grants received under the American Rescue Plan Act of 2021 from Hawaii's general excise tax

Requires the Department of Taxation to notify all eligible taxpayers who previously paid general excise tax on RRF grants that they qualify for refunds

Taxpayers must file refund claims within six months of receiving notification from the Department of Taxation

Mandates refunds of any general excise taxes already paid by eligible businesses on RRF grants

Applies retroactively to March 11, 2021 (the effective date of the American Rescue Plan Act), with an effective date of July 1, 3000 (placeholder date)
