Requires all playgrounds in state parks, county parks, and public school grounds to include special needs recreational playground equipment, including at minimum a wheelchair accessible swing set, by June 30, 2027

Creates the "Right to PLAY Act" as a new chapter in Hawaii Revised Statutes establishing accessibility requirements for physically disabled youth at public playgrounds

Establishes the Special Needs Recreational Playground Equipment Special Fund, administered by the Department of Land and Natural Resources, for acquisition, installation, and maintenance of accessible equipment

Appropriates unspecified amounts from general revenues for fiscal years 2025-2026 and 2026-2027 to fund equipment purchases for state parks, public schools, and grants-in-aid to the four counties (Honolulu, Hawaii, Kauai, and Maui)

All installed equipment must comply with the 2010 Americans with Disabilities Act Standards for Accessible Design
