Establishes the State Procurement Automation System Special Fund to receive vendor-collected transaction fees for administration, management, operation, maintenance, and upgrade of the state's procurement automation system

Transaction fees are currently held in trust by the system vendor; the special fund would give the state procurement office direct control over approximately $1.2 million in annual savings from general funds

Designates the Executive Director of the School Facilities Authority as the Chief Procurement Officer for that agency, aligning with existing requirements under section 302A-1702, Hawaii Revised Statutes

Updates section 103D-203(a) to add the School Facilities Authority to the list of state entities with designated chief procurement officers, increasing the total from 8 to 9 positions

Takes effect January 1, 2491, with provisions to preserve amendments when related statutes are reenacted on June 30, 2028
