Amends Hawaii Revised Statutes Section 103D-303(h) regarding debriefing procedures for non-selected offerors in competitive procurement processes

Prohibits procurement officers from disclosing competing offerors' proposals or evaluation scores during debriefings, except for summary of scores

Allows disclosure of competing offerors' proposals and evaluation scores only after any protest is resolved and the contract is executed

Non-selected offerors must request debriefing within three working days after contract award posting and file any protest within five working days after debriefing completion

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date
