Amends sections 28-17 and 846-2.7, Hawaii Revised Statutes, to remove the term "agents of contractors" which the FBI determined was overly broad and undefined

Clarifies that fingerprint-based criminal history background checks may be conducted on contractors, contractor's employees, and subcontractors who have access to federal tax information held by the Department of the Attorney General

Allows the Department of the Attorney General to terminate or deny employment, or refuse to secure contractor services, if background investigations reveal a security risk to federal tax information

Ensures compliance with IRS requirements mandating fingerprint-based background checks for individuals with access to federal tax information

Takes effect upon approval, with amendments to section 846-2.7 preserved when that section is reenacted on July 1, 2027
