Authorizes state facilities to engage in "wheeling" of electricity produced from renewable energy sources, allowing transmission from one state facility to other state agencies over existing third-party electric utility transmission lines

Requires the Public Utilities Commission to establish policies and procedures for intragovernmental wheeling by December 31, 2026, if determined to be in the public interest

Empowers the PUC to disallow wheeling projects if they are detrimental to grid safety and reliability, harmful to other customers through required subsidies, or not in the public interest

Amends the definition of "public utility" to remove language that previously prohibited wheeling arrangements

Requires the PUC to submit a report with findings and recommendations on wheeling to the legislature by 20 days before the 2027 legislative session; effective July 1, 2050
