Requires the Public Utilities Commission to consider whether approving a proposed merger or acquisition of an electric utility company would further Hawaii's renewable energy goals

Prohibits an acquiring entity from terminating or renegotiating existing power purchase agreements between electric utilities and independent power producers based solely on completion of the acquisition

Mandates that acquiring entities assume all existing collective bargaining agreements and retain all covered employees, with terminations permitted only for cause consistent with bargaining agreements

Requires electric utilities facing acquisition by an investor-owned utility to demonstrate they solicited bids from non-investor-owned entities (such as member-owned cooperatives or not-for-profits) and submit any acceptable alternative bids to the PUC concurrently
